How to apply tinted moisturiser?

I use Garnier tinted moisturiser. When I apply it to my face it works amazing and you can clearly tell I have a "tan" and this happens when I apply it to the bottom half of my arms however when I apply it to the top half of my arms, shoulders, body and legs it doesn't hardly show. Is this because where I haven't had a tan there for ages it is going to take a long time to build up so should I apply more to these areas? Also do you use tinted moisturiser and if so what product? I've been tempted to get the Garnier spray tan, have anyone used this? Thanks
