The maximum limit is 30%, so yes if you are stopped (and there's a good chance you will be because an illegal tint stands out) you will be prevented from moving the car until you scrape the tint off. I suggest you carry a scraper in your car - it's better than having the car taken off you! Whoever did it has also broken the law because reputable businesses know the law.
